Why the Navy's $5.5 Billion Virginia-Class Submarine Can't Get Built Fast Enough to Replace What's Retiring

The United States Navy has the most capable attack submarine in the world. It also has a production line that can't keep up with its own retirement schedule. That's the core tension nobody in the Pentagon particularly enjoys explaining at press conferences.

Virginia-class submarines (SSNs, in Navy shorthand) cost roughly $3.4 billion per hull for the current Block V variants, which stretch longer to accommodate the Virginia Payload Module: a mid-body insert that adds 28 extra vertical launch tubes. With all the associated program costs spread across the full class, total program investment sits north of $5.5 billion per boat when you factor in research, development, and support infrastructure. They're excellent submarines. The problem isn't the product. The problem is the factory.

Here's the situation in plain terms. The Navy currently operates around 50 attack submarines. It wants 66 to meet its stated warfighting requirements against China in the Pacific. To get to 66, it needs to build roughly two Virginia-class boats per year while simultaneously watching older Los Angeles-class submarines retire at a clip they can't replace fast enough. General Dynamics Electric Boat (in Groton, Connecticut) and Huntington Ingalls Industries (in Newport News, Virginia) are the only two shipyards in the country that build nuclear submarines. Both have been running behind the two-per-year target for years.

In 2023, the Navy took delivery of just one Virginia-class boat. One. Against a stated requirement of two.

Why? The workforce, mostly. Skilled nuclear shipbuilding labor takes years to develop. Welders who can pass nuclear-quality certification standards, pipe fitters who understand the tolerances involved, systems integrators who've worked through the particular logic of submarine combat systems: these people don't appear overnight because Congress writes a bigger check. Electric Boat alone needs to hire and train tens of thousands of workers over the next decade. The yards are expanding, but training pipelines are slow by nature.

Supply chain stress compounds the problem. A Virginia-class submarine contains roughly 1.4 million parts. Certain specialized components, particularly those involving reactor systems or high-pressure piping, come from a very small number of suppliers. When one supplier stumbles, the ripple effect can delay a hull's completion by months. The Navy identified over 20 critical supplier bottlenecks in a 2023 review. Many of those suppliers are small businesses with no other customers and no particular reason to expand capacity unless the government helps fund it.

The AUKUS agreement made the math worse, or at least more complicated. Under the trilateral deal between the U.S., UK, and Australia, Australia plans to purchase 3-5 Virginia-class submarines starting in the early 2030s while also receiving rotational access to U.S. submarines at HMAS Stirling near Perth. Selling boats to Australia means building boats for Australia, which means the same two shipyards need to produce even more submarines without the workforce or supply chain to do it today. The Congressional Budget Office and the Government Accountability Office have both flagged this as a genuine risk, not a theoretical one.

To be fair, money is flowing toward the problem. The FY2024 and FY2025 defense budgets both included supplemental shipbuilding funding. Australia is contributing $3 billion to help U.S. shipyard expansion under AUKUS. Electric Boat has been on a hiring spree. The Navy stood up a new office specifically to manage submarine industrial base health. Progress is real.

But the timeline is unforgiving. The Los Angeles-class boats retiring over the next decade were built during the Cold War buildup of the 1980s. They're old, and keeping them operational beyond their certified service lives is expensive and only stretches so far. If production doesn't hit two hulls per year consistently by the late 2020s, the attack submarine fleet shrinks below 50 before it grows back toward 66. That gap matters in a Pacific strategy that leans heavily on undersea warfare to complicate Chinese naval operations.

The Virginia-class itself isn't the story here. It's a genuinely impressive piece of engineering: quiet, capable, and built around a modular design that's allowed successive Block upgrades without scrapping the basic hull form. The story is what happens when a country lets its industrial base atrophy for 30 years of post-Cold War peace and then asks it to surge on short notice.

Building submarines is not like ordering more trucks. You can't spin up a second nuclear shipyard in 18 months. You can't train a certified nuclear welder in a summer program. The workforce and the infrastructure either exist or they don't, and rebuilding them takes the kind of sustained, boring, unglamorous investment that procurement reform panels love to recommend and appropriations committees love to underfund.

Somebody's going to need more donuts at those budget hearings.
